The company was formed in 1901 and became a joint stock company in 1910, with head office in St. Petersburg. Initial capital was 750,000 roubles in shares of 100 roubles. In 1912,capital was increased to 1,500,000 roubles in shares of 100 roubles.

The company was founded by the Seifert family (of German origin) in the town of Volsk (150 km northeast from Saratov) to produce cement. It merged in 1913/14 with a cement factory from St. Petersburg (Tchudovo).
