Description
This was one of the Soviet companies, authorised under Lenin’s New Economic Policy, that allowed foreign ownership up to 49%. The founders of the company were, on the Soviet side: the State Mercantile Marine (Russflot) and on the foreign side: the Canadian Pacific Railway Company, the Holland-America Line, and Cunard Steamship Limited.
On 9 May 1923, the All-Russian Central Committee and the Labor and Defense Agency granted the “Russflot” a monopoly on the emigration and immigration business of the U.S.S.R. Subsequently, Russflot founded this joint venture with the three most important capitalist transatlantic and transpacific shipping companies to handle the business.
