Originally formed as Rybinsk-Bologoye Railway to link the Moscow-St.Petersburg line (at Bologoye) with Pskov and Rybinsk and on to Windau (today Ventspils, Latvia). The name was changed to Rybinsk in 1895 and then again to Moscow-Windau-Rybinsk Railway Company in 1897.
Original capital was 12,500,000 roubles (silver) in shares of 100 roubles. This was later converted to 13,509,300 roubles (paper) in shares of 100 roubles.
